Are English Learners Meeting Proficiency and Making Progress Toward English Proficiency?
English language proficiency is the level of knowledge and skill using the English language (reading, writing, listening, speaking) required for academic success. English learners, are expected to attain English proficiency within 2 – 5 years of being identified as an English learner. English learners are considered to be making progress, when meeting or exceeding the pre-defined level of progress toward English proficiency each year.
